It is with great pleasure that I present the Maua Municipality Integrated Development Plan, a testament to the County Government of Meru commitment to sustainable urban development. This plan represents the inaugural five-year development blueprint for an urban area within our county, strategically addressing the challenges brought about by the recent population surge in Maua town.
In the spirit of the Kenyan Constitution of 2010, which established a devolved system of government, this plan stands as a manifestation of our collective aspirations for the highest levels of development at the local level. The constitution paved the way for the enactment of the Urban Areas and Cities Act of 2011, a crucial piece of legislation that decentralizes both political and economic power.
The birth of Maua Municipality, facilitated by the Urban Areas and Cities Act, brought to life the provisions outlined in Article 184 of the constitution. This Act provides for the classification, governance, and management of urban areas and cities, establishing criteria for their formation, and outlining principles of governance and resident participation.
This development plan is an integral component of the county’s comprehensive development process, aligning with the urban development goals envisioned in the Act. The responsibility to execute this plan has been entrusted to the newly institutionalized Maua Municipality, representing a crucial step towards achieving our urban development objectives.
Drawing significant inspiration from the Meru County Integrated Development Plan 2023-27, this plan mirrors the aspirations of the people of Meru for a united, prosperous, and environmentally conscious model county. Specifically crafted to address the development needs of the municipality, it contributes synergistically to the overall growth of our county.
I am pleased to note that the formulation of this plan adhered rigorously to the principle of public participation.

TIMOTHY MWENDA

years’ experience in both private and public sector. Mwenda is a self-
directed, resourceful and enthusiastic leader. With a proven track
record of organizing support systems with a bias in public affairs.
He has a rich experience in program coordination, public mobilization
and program implementation. He has sound managerial and decision
making skills that richly add to his position as municipal manager. He
has previously assumed leadership positions in Kenyatta University
Students Association, National Youth Council, and District Youth
Development Committee.
In the career path, Mwenda has scaled up the ranks from an entry
staff as a Town Administrator, all the way to a municipal manager
owing to his impeccable communication skills, and community
mobilization ability. He’s an enthusiastic member of his local
community, and participates in community projects.
SOLOMON KIJEA MWONGO
Chief Physical Planner
Solomon Kijea Mwongo is a Registered Physical Planner
(RPP. No. 293) in Kenya, with over a decade experience in
Urban and Regional Planning matters.
Planner Mwongo holds a 1st Class degree in Urban and
Regional Planning with IT from Maseno University.
He has served in various agencies including; Ministry of
Lands and Physical Planning headquarters as a Physical
Planner, was in charge County Physical Planning in
Kisumu County, Headed the Kisumu City Planning
Department ,; and acted as a Chief Officer, Lands and
Physical Planning in Kisumu County.
Planner Mwongo is currently serving as the Municipal
Planner for Maua Municipality in Meru County.
Mwongo is an enthusiast in Planning and Natural
Resource Management
Mercy Kagwiria Kaberia

employee of the Meru County Government, capable
of working independently with minimal supervision.
She holds a Diploma in Purchasing and Supplies and
has four years of experience in the Department of
Medical at Muthara Sub County Hospital.
Previously, Mercy worked with the former
Municipal Council of Maua, serving in various
departments, including the Ministry of Agriculture
in Igembe Central.
PENINAH KANIIRU MAMIRA

Bachelor of commerce -finance option and a
Certified public accountant(CPAK Finalist)
She is honest, highly motivated with strong work
ethics,self-driven and a team player. With over eight
years’ experience in accounting both in private and
public sector, she has a clear understanding of
internal controls,financial management and financial
reporting
SHARON MUKIRI

Mukiri Sharon is a self-motivated and effective professional
Graduate Quantity surveyor with Bachelor’s Degree in Quantity
Surveying.
She has been working both in the private and public sectors since
August 2018. She is well versed in many aspects of quantity
surveying related to Project designs, project tendering, project
budgeting, cost control, cost projections and contract management.
Her experience in myriad projects in Public Medical facilities
Projects, Commercial, residential buildings, industrial & other
public/community development projects with the associated civil
works. This has enabled her to handle roles in project
management aspects of the construction industry which also
advocates for better understanding of key project deliverables such
as adherence to project approved Budgets, Timely project delivery,
ensuring Quality of the Clients Brief .
She is enthusiastic about adverse climate change effects and the
numerous problems that afflict the construction industry. She is
zealous in implementation of the global standards in Sustainable
developments and Green building designs to create a better
sustainable socio-economic development in our community.
JOHNSTONE MUNENE MWITI

Munene is a registered graduate engineer with a Bachelor’s
Degree in civil/ structural engineering. He has excellent
analytical, problem solving, interpersonal and team building
skills. Combined with an advance assertiveness, influential
communication strategies, and task-oriented approach he has
constantly backed in solving engineering problems and
infrastructure growth.
He has an energetic and vibrant approach to work and getting
things done, renowned and well achieved person with
proficiency.
EDITH MUKAMI MUGAMBI

Mukami is a dedicated and professional Gender and Social
developer with passion in promoting equitable and inclusive
social development practices, with focus on mitigating social
risks, empowering marginalized communities and ensuring
compliance with international social safeguard standards.
Mukami has a Bachelor’s Degree in Social Work from the
University of Nairobi.
Her mission is to inspire, inform and enable people improve
their quality of life without compromising that of future
generations. Mukami is dedicated to perform all duties
assigned to her while expressing the values of accountability,
integrity and excellence.
ERYJOY NTIRITU MUKOMUNENE
Environment Officer
Eryjoy is an accomplished environmental officer with a
robust background in waste management. Conservation,
catchment protection and stakeholder collaboration.
With a passion for environmental sustainability, Eryjoy
has dedicated her career to implementing strategies that
mitigate environmental impact while fostering
community engagement. Through her expertise, she has
successfully managed various projects aimed at
preserving natural resources, minimizing waste and
promoting eco-friendly practices. With a proven track
record of effective leadership and innovative problem-
solving, Eryjoy continues to make significant
contributions to environmental conservation efforts.
