Timothy Mwenda

MAUA MUNICIPAL MANAGER

Mwenda holds a degree in Bachelor of Education. He has over 13
years’ experience in both private and public sector. Mwenda is a self-
directed, resourceful and enthusiastic leader. With a proven track
record of organizing support systems with a bias in public affairs.
He has a rich experience in program coordination, public mobilization
and program implementation. He has sound managerial and decision
making skills that richly add to his position as municipal manager. He
has previously assumed leadership positions in Kenyatta University
Students Association, National Youth Council, and District Youth
Development Committee.
In the career path, Mwenda has scaled up the ranks from an entry
staff as a Town Administrator, all the way to a municipal manager
owing to his impeccable communication skills, and community
mobilization ability. He’s an enthusiastic member of his local
community, and participates in community projects.

Municipal Manager

The Municipal Manager shall implement the decisions and functions of the Board of the Municipality and shall be answerable to the Board.

The Municipal Manager shall perform the following functions:

Act on behalf of the Board of the Municipality-

In ensuring the execution of the directives of the Board of the Municipality;

During all intervals between meetings of the Board of the Municipality;

Keep all the minutes and other records of the Board.

Prepare and present for approval of the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programs and operations of the Board;

Be principally responsible for building and maintaining a strong alliance and effective working relationships between the Board of the Municipality and the civil society, private sector, and community-based organizations;

Cause to be prepared, transmitted to the Board of the Municipality and published in an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality.

Act as an ex-official member of the Board and of all committees of the Board of the Municipality; and

 Such other functions as the Board may, by order, confer upon the Municipal Manager.

The Municipal Manager shall be fully responsible for the proper conduct of the executive and administrative work and affairs of the Municipality and shall thereby have the powers to:

Supervise all departments and agencies of the Municipality and provide for the coordination of their activities;

Enforce the provisions of this Charter, Municipal Regulations, and all applicable laws;

Exercise powers granted to the Municipal Manager in this Charter, Regulations, and applicable laws concerning the appointment and removal of certain officers, employees, and members of committees of the Board of the Municipality;

Exercise such other powers as may be prescribed by this Charter, Regulations, and applicable laws.

The Municipal Manager shall:

Attend all Board of the Municipality meetings unless excused by the Chairperson of the Board or the Board of the Municipality;

Make reports and recommendations to the Board of the Municipality about the needs of the Municipality;

Administer and enforce all Municipality Regulations, resolutions, franchises, leases, contracts, permits, and other Municipality decisions;

With the approval of the Board, appoint, supervise, and remove Municipality employees;

Organize Municipality departments and administrative structure;

Prepare and administer the annual Municipality budget;

Administer Municipality utilities and property;

Encourage and support regional and inter-governmental cooperation;

Promote cooperation among the Board of the Municipality, staff, and citizens in developing Municipality policies and building a sense of community;

Perform other duties as directed by the Board of the Municipality, the Governor, and CECM in charge of the department in which the municipality is domiciled;

Delegate duties, but remain responsible for acts of all subordinates.
